Best LGA 1150 CPU $200

Hi everyone!
I have a Gigabyte B85M-DS3H-A and am looking to buy a new CPU for 200 or less!

Right now I am looking at the i5 4590 or the Intel Xeon e3-1230v3! Right now I have the Pentium G3258 will I see a big performance increase?

I will be pairing the new CPU with my 7950!

If not those two CPUs what would you recommend?!

I WANT to say the Xeon is the best choice, however the Passmark scores don't seem to agree with my expectations. They show the i5-4590 being almost 17% faster for single thread workload which is most scenarios.

I can only assume this has something to do with the way the MULTIPLIERS work for the cores so it may be dropping more for the Xeon under load. Either that or Passmark is way off. It's my understanding that the core architecture is supposed to be the same. Is...

I had assume it would be about 5.7% in favor of the i5-4590 for single thread just going by the Max Turbo difference (3.7 vs 3.5).

There's also the Intel iGPU which is worth mentioning though you may not care. It's handy for troubleshooting, and may even be used in some future DX12 games. In general not used though.

Summary?
I'd say get the i5-4590 unless you can find confirmation that Passmark is wrong.

I would throw out there that the passmark you linked was to the E3-1220 v3 @ 3.10GHz, but the one most available in the market is the E3-1231 v3 @ 3.40GHz (the one I linked, and closer to the 1230v3 the OP linked). Those passmark scores are different:
