SSD 100 Disk Usage in Windows 10 on startup?

I know, I know. There are tons of threads about this issue. I've practically tried them all and none of them seems to be able to fix my issue.
Whenever I restart of turn on my computer, the disk usage goes straight to 100%. Usually Local Services or System and compressed memory show up on the top. Upon start up, I only have Skype, Steam and Avast boot on start up. I've tried disabling them and the same thing happens as well. I've disabled Superfetch, BITS, and Windows Search. I've also disabled MSI for the controller in the registry, no dice still. After about 10 minutes or so, the disk usage jumps down to 0%. I was considering buying an HDD as a secondary drive and was hoping to see if that would fix it. What's everyone else's take on on this?

My specs:
i5 4690k
GTX 950
Toshiba 500GB Hybrid SSD
Cooler Master 212
MSI Z97 PC Mate Mobo
16 GB RAM

The Resource Monitor will show which images are using the most disk resources. You can start it by simply typing "resource monitor" in the search box, but it will require admin privileges.

If I had to guess, it's either an antimalware program or disk indexing.
