1.what is the danger of static electricity on computer electronic parts when turning a desktop computer power on directly from the motherboard by putting screw drive or metal piece on the power turning pins that is on the motherboard?, that because the power button is defective

 
There's a very strong likelihood of ESD damage, but more importantly from a personal safety point of view there's also a risk of a live-short and/or electric shock.

Get the power button fixed, you can't go on powering it up like that!


The risks that some people take for want of a relatively cheap fix is unbelievable.

I search about identical new spare power button for my case but unfortunately I did not find. however, there are motherboards that allow you to turn on the computer from the PS/2 port keyboard but unfortunately I did not find any similar choice in my bios, so I have two question in regard:
1. can I update my bios to version that can turn of the pc from the bios or that not included in bios updates?
2.what do you think about connecting the screw or screw driver buy a single wire and plug it to the earthing/grounding hole in the outlet to avoid the Electrostatics demage to the motherboard when turning the pc on screw or screw driver?
 
Use Reset button until you find replacement Start switch, they are of same type (normally open, temporary on switch).
Unless you play inside PSU there is no significant (12VDC max) voltage to shock you, it's safe to do anything but lick MB while it's on.
