Melted CPU heatsink?

I opened up my pc today and noticed the brass tips of my CPU heatsink were mishappen.

My CPU only reaches temperatures of about 70C and the cooler is a cooler master hypo 212 EVO. Could this be the cause of my massive performance loss? Also how often should you reapply thermal paste?

Well thermal paste really does not need to be replied until something seems amiss. that can take well over three years. good paste might last longer. Those are normal shaped heat pipe ends. One side is crimped the other is smooth. what is you CPU?

That is the way they are supposed to look. Just crimped closed.
My 212 plus looks exactly the same.

Thanks, that's reassuring. I never noticed the shape of it when I installed it and I thought it was strange that something built specifically for transferring heat would melt at non dangerous levels

I have an i7 4790k, also a 980ti. I've been having really bad performance lately and still have no idea why. Might just do a clean install of windows.
