Game FPS lowered, No change in settings or hardware

Finally after days of troubleshooting and trying to fix whatever was wrong with my FPS issue in my games, I did it. But it only lasted a day. I am unsure of what I did to fix the problem and I couldnt have undone what I did.

Before I was running Black Desert Online on Slightly High settings at 60FPS and I was running Tom Clancy's The Division at 100FPS on Ultra. I reopened those games today and found that I am only able to run them at 15-20 FPS. I do not understand why or what setting could possibly be causing this.

My computer spec's are:
CPU: AMD FX-8320 (Overclocked to 4GHZ)
GPU: XFX Core Edition R9 290 (Overclocked to 1150MHZ and Memory Clock to 1375MHZ with the Power Limit increased by 50%)
Motherboard: Gigabyte 970a-ud3p Rev. 1.0
RAM: 16GB
OS: Windows 7 Professional
PSU: HX850i

Any suggestions on how I can get my old FPS back?

Ugh... its this new Radeon Crimson thing... I have an aftermarket overclocking program, had to disable crimson (which there is no option to do so) by reseting the Global Overdrive... Instantaneously my clock jumped up to 1050 and my FPS tripled. Thanks for the help, hope this helps someone in the future!

some psu's have a separate rail for the gpu so its possible, but odd situation, check your resolution in desktop and in game and in gpu settings, check windows power saving controls, check bios settings for primary gpu settings, and of course check temps and clocks in game.
Return to stock clocks first thing though just to check may have found a hidden unstable overclock

Resolution is 1920x1080
Power Saving is set to Maximum Performance
There arent any BIOS settings related to the GPU
Temp is 65C while playing a video game, which is quite low... (max temp is 95C)
Core Clock is 365MHZ which is also low... (Max is 1050)
Memory Clock is 1375 (1375 is Max)

Have tried stock clocks, doesnt really affect much... Seems like my GPU Core Clock is stuck below 400MHZ, what could be causing this?
