Hello! I have a 5960x overclocked to 4.5 ghz @ 1.3v with manual settings on am Asus X99 Deluxe. I didn't turn off turbo or speedstep, and have all c states enabled. However, I use the high performance option in Windows because I want to keep the cpu at its highest clock speed. Was enabling high performance mode enough to do this, or do I need to disable the power saving features in the bios as well? If so, which features and c states should I disable? Thanks!

As well as choosing high performance mode in the windows power plan scheme.
You should in your bios turn off Intel speed step, and the C wait state option.
As long as you know the cpu is getting adequate cooling from the cpu cooling solution.
When doing this I recommend you set a system shut down temperature value in the bios of the Cpu as a safe guard.
And also make sure that fan warning error reporting is enabled in the bios and set to a decent value for any fan in the system for the cpu cooler incase it fails.
Be it for a Air cooler or a fan used with a radiator of a water cooling loop on the cpu.
It will make sure no down clocking of the cpu core speed happens.
And also protect the cpu of the system in case of fan failure on a air or water cooling solution.
And the water pump of the water cooling loop if used.
