can i max out all games at 720p with this build?

Any H110 motherboard will support and run stable with any CPU a Z170 motherboard could. The difference between Intel's top-end chipset (Z170) and bottom-end (H110) is generally mostly in the number of USB and SATA ports you get. More expensive boards also tend to come with nice optional things like improved onboard audio, RAID, a second LAN port, etc., but these are not inherent to the chipset.

Actually, RAID might or might not be inherent to the chipset, but I doubt you need it.

B150 is similar to H110, but the "B" designates that it's aimed at businesses / workstations, rather than "H"ome users.

Unless you absolutely need those extra cores, I'd take an i3 and slap a 960. Much better graphical fidelity for now, while compensate enough CPU performance to power it. The i5 can comes later on.

To answer your question; in short, yes.
 
"Ultra" in most games looks very different from "Very high" and generally requires a lot more graphical horsepower. I expect the 950 can run most games very smoothly at very high, but ultra is going to drag it down in a few rare cases, even at 720P.

I'd like to point out that a new generation of GPUs is coming out very soon, and thus would recommend the i5 + 950 over the i3 + 960, despite the latter being better on average for gaming, because the GPU is likely to depreciate and become obsolete much sooner.

i have enough budget to buy gtx 960 but from many reviews and benchmark i see that there is little difference between gtx 960 and gtx 950 extreme edition, thats why i give this config. so i dont want to spend extra buck .however hows this config

do u suggest any other power supply
like thermaltake smart power 530w or cooler master 500w
