Gta 5 running at 0.5 fps, was fine before

Hey guys,

i used to be able to play Gta 5 (online and offline) just fine at nearly highest settings 60+ fps. about a week ago the loading times suddenly were 3 times as long and as soon as i got in the game i would have 0.5 fps (or 1 frame per 2 seconds) and it would just stay that way, the frames never increased beyond 1 fp2s.

I checked all of my temps and they are just fine, gpu is around 50 and cpu is around 20 (watercooling ftw :D)

Thing is, i can run every other game i play (including witcher 3 on ultra settings 60 fps) just fine, which has led me to believe my gta tries to run using my integrated graphics (i think its intel integrated 550 or something?), as i've had this when i first downloaded the game, although i dont remember how i fixed it back then.

I've searched for hours on end but none of the fixes seem to work and thats why i'm here, since you guys are my last hope.

My specs:

Intel i5 6600k non overclocked
MSI Gtx 970
8 gb ddr4 ram 2400 mhz
Seagate barracuda 1tb hard drive
Be Quiet! 530w psu

does this mean it will use my 970 for everything my pc does? i.e youtube, facebook or just staring at my background?

exactly, even though realistically it will be idling in anything you do apart from watching a video, for example on chrome, due to the hardware acceleration features

its my gta 5 only that does this, nothing else

I disabled my integrated graphics in my bios but still no luck :/

got any other solution?

Yes, i got it through steam. and it is completely up to date, otherwise i wouldnt be able to go online
