New build, no output display, why?

I've just finished building my new PC, however upon first boot it never reaches POST or BIOS, the CPU does not have an integrated graphics chip and so the only way for me to have video out would be through the use of a graphics card, which I'm yet to purchase a newer one for my build.

I do however have an already existing graphics card that I've stripped from another computer and placed it into the new one. The GPU fan starts spinning, so there is definitely power to the card, but when connecting HDMI from the GPU to an external display it does not work.

All system, specs are listed below:

CPU:AMD athlon x4 860k
CPU Cooler: ARCTIC Freezer 7 Pro Rev.2
Motherboard: ASUS A-88XM-A FM2+
RAM: 16GB Crucial Ballistix Sport
PSU: CX Series Modular CX430M

The graphics card (which is very, very old) is:

AMD Radeon 4350 - 512 MB DDR2

I'm not sure if there is a fault with either the graphics card or the motherboard, or if there's some incompatibility issues between the GPU and the board, or even if a misplaced wire could cause these symptoms, any help would be greatly appreciated!

I was correct about the UEFI mode with an incompatible non-UEFI card, after using a GTX 680 MSI Lightning to boot the PC into the UEFI firmware, I was able to enable the Legacy Mode and disable the Secure Boot settings, to which after replacing with the Radeon 4350 it recognised the card instantaneously. However because the card does not support UEFI I am unable to enter the settings and alter them until I get a card that can. Thank you very much for your input though, really appreciated, hopefully anyone who encounters the same issue as me will be able to find this thread.

Well the issue I have is that I have nothing to display, I don't have any other graphics cards to test it with and there's no integrated graphics chip either, I have no internal speaker and so cannot hear the beeps from the system. It turns on, the CPU works, I unplugged the wire to test the button panel to which it did not work, plugged it back in, fired it up and the buttons responded. I currently only have one source of connection, I have no DVI or VGA leads to try an alternate connection. The graphics card worked fine in an old computer the night before, the motherboard is UEFI BIOS, would that prevent the graphics card from working as it does not support UEFI?

In the mean time I shall swap some old RAM modules from the other build to test, thank you very much for your responses, it's appreciated.

I know that the CPU does work, the only issue is the motherboard it seems now, I don't have easy access to a case speaker but I shall try to acquire one, but are we sure it's not the graphics card at fault, in terms of incompatibility? I know the PCI is backwards compatible but I remember an article I read a while back mentioning incompatibilities between non-UEFI cards with UEFI native boards

Photonboy's answer clarifies that part for me, I know that the motherboard I have now is UEFI, but I know for sure the graphics card isn't. I don't have any other graphics card to fall back on until I get paid at the end of the month, so I'm not sure which it is, either I have a defective motherboard, or the graphics card is incompatible. As stated, the PC itself turns on, but there's no video output, that's my only issue, so could a defective motherboard only halt the GPU as a single fault or are motherboard failures usually more widespread in their symptoms? Sorry for the plethora of questions, I'm new to building computers.

I won't have a definitive answer until I can obtain a test graphics card or a case speaker, in the mean time is there anything else I can try? I've already tried a CMOS reset etc as instructed in the motherboard manual, not sure if there is anything I can do until I get this card
