Second hard drive not being recognized on windows 10

I have a 4tb Toshiba hard drive. I plugged it into my PC and it isn't being recognized. If I go to device manager (in windows 10), under storage it shows my hard drive, but i cant put anything on it. I have never used the hard drive or formated it. Does anyone know whats up? Thanks!

PS: I am using 128gb SSD for boot drive.

Does it appear in Disk Management?
If so, you probably just have to Initialize it, Create Simple Volume, Format, and give it a drive letter.
