Will a LG1150 cpu cooler fit a FCLGA1150 Socket??

My friend owns the intel Core i5-4670K CPU which on paper seems to have the FCLGA1150 socket. (Which i've never heard of). And i can't seem to find any cooler that says "FCLGA1150" supported but does have LGA1150 supported.
(Sorry if that was confusing)
My friend has cooling issues with the CPU. The cpu cooler is a water cooled supported by 1 120mm fan running at 1600~rpm. Which seems to output poor performance. Sometimes, when playing CPU intensive games like Arma 3, the cpu is sometimes up to a 70-80*c. Which is not good of cause.

But, he's about to upgrade the cooler to a air-cooler. And i was thinking the Noctua NH-U9B SE2 CPU Cooler (2fans)
But I have no idea if it will fit that socket.
Also, if you guys would mind explaining the "FC" in front of the LGA, i'll be very happy. Thanks again.

I prefer buying from online sites in Denmark since import is extremely expensive. And prices as far as i can see very alot here in Denmark. I think the Noctua will be the one. But thanks!

All tho, it's been like that since he bought the PC, and 60-70 is just normal temps. He's got the cpu to a 90 sometimes, and that's when he has multiple things running.
(90*c few times not normal tho)

Well, he's gonna order the new cooler and i'm going to install it for him, i've build my own pc with a similar cooler aswell. The PC was build by some website called Sharkgaming. They're good at building and have won prizes for some of their overkill builds.
But i do not think it's installed uncorrectly. But simply the cooler is bad.
