Low FPS on Gaming PC (FX-8350 OC'd & Sapphire r9 390)

Let me start by saying hello! I am an expecting father on a budget and managed to put together a decent gaming rig right before we found out the news. Now that im not spending my spare time in bars drinking cheap beer ive got plenty of time to game ;) So lets jump into the issues im having.

The Issue: The machine runs great during casual use (browsing web / running cleaning software/ photoshop / ) But I have noticed that I get pretty terrible FPS in alot of games that I should be at the very least doing pretty well in, in example CS:GO at higher settings, Diablo 3, Guild Wars 2 and more recently The Divison

CS:GO Higher Settings = 30-60 FPS
Diablo 3 High Settings = 60-70 FPS
The Division = 50-60 FPS ( Lots of Stuttering as well )

I do have all of my drivers updated, and I even went as far as learning a little bit about over-clocking and OC'd my CPU to see if that was bottlenecking my GPU ( It did increase my benchmarks on 3D Mark but no FPS increase )

Below im going to include SS's of my hardware through various programs to show temps/clock speeds
AMD FX-8350 OC'd to 4.5 ish

I also have 2 x 120mm case fans & a 212 Hyper Evo cooler ontop of the FX-8350 which keeps it pretty cool in my case.


Side note Everything in the build is new straight from newegg, EXCEPT the old 5400RPM HD which will soon be replaced with a SSD ( as long as my preggy permits it lol )
Could the old HD possibly be bottlenecking my FPS?

If anyone has any idea of what is going on here please help me out! Thank you in advance.

If you're using your older HD as storage, its possible that the read/write times could be causing a bottleneck. Also, the CPU voltage looked a little low when it was overclocked, this DEFINITELY was a problem for me on a few occasions - might be worth trying it with a higher voltage if you have the cooling.

p.s. I used to have the same cooler as you on the same chip, and I had to replace it to get a stable overclock. Its really just not cut out for the type of heat the Vishera's pump out I think.

Update: I reset the bios to get rid of overclocking so im running stock speeds now.

Temps : CPU under 100% Load never went above 39C in prime 95
GPU in Heaven Benchmark 4.0 never went over 61C - Held a solid 100FPS through the whole benchmark, maxed out at 145
