So i am completely new to smaller form factor stuff under mATX, and HTPC's for that matter..

my mother and stepdad want to get a htpc for their living for primarily streaming netflix, watching tv, and playing dvds/movies.

my step dad specifically wants to get an UHD TV/ 4k i believe? not sure if thats what qualifies as 4k or not.

There will be absolutely no gaming, web browsing, streaming movies/tv.

budget under $400.

has to support 4k, have blueray/dvd /r/w compatible ect.

looking for discrete case, well cooled.

Solution
Cheaper to buy a standalone player. You'll need to buy PowerDVD (or other) to even be able to playback a UHD blu-ray disc. You're looking at a pretty bad solution building a PC for it.

UHD is the consumer standard, 3840 * 2160 pixels. "4k" is the cinema standard, consumers TV's aren't 4k, which is 4096 * 2160 pixels. It's just easier and more people understand that 4k is better, because none of the manufacturers pushed UHD as the name.
