Factory Reset: OEM is Windows 8, downgraded to Windows 7

I have a laptop that originally came with Windows 8.1 and then it was downgraded to Windows 7. I need to do a Factory reset on it but want to keep the Windows 7.... would I go through the Recovery manager or will that put it back to Windows 8??

What if it was purchased from HP that way? Like it was a customized order (It came with windows 8.1 with the option to downgrade to Windows 7)
