I got an after market water cooler with a small radiator, but the cpu is too hot, I think. So I thought it might be the room temp (33c) is too high since I am in a hot country where the highest temp can go up to 45c. What do you think? Is it normal since the room is hot or can I do something to lower the temp of my CPU? Thanks!

Your cpu should be idling no more than 10C above room temp even with a crappy water cooler. (Unless you have your cpu overclocked) If its overclocked then try backing it down some as your cooler might not be able to handle the extra heat.

If your cpu is not overclocked, try reseating the cpu cooler and make sure the thermal paste is used very lightly in a couple spots to insure a nice thin spread.

I have my Core i7 6700K overclocked to 4.4gh. Nothing too serious. I might have to reinstall the cooler and make sure the thermal paste is not too much. What else can I do?
