System Idle Process at 75 CPU usage on idle

when i play games, i noticed that the CPU usge goes up to 95+%. This might be the cause to my FPS drops. Temps range from 30-40C for both CPU and GPU, and i have replaced recently the thermal paste for my processor. My specs btw are i3-4160, Nvidia GTX 750 ti, 8 GB RAM. The system idle process is taking up 73, even when nothing is running in the background, how do i raise it? ive tried malware bytes, mcafee antivirus, and hitman pro. None detected a virus. Ive read that System idle process should be 90-100 when nothing is running in the background.

I have that CPU and it does tend to max out on some games. What games does it do it on? It might just be the actual performance of the CPU.

The System Idle Process just tells you how much of the CPU isn't being used so the solution to that is just view all processes and see what are some of the highest CPU usage services. Take note of some of the highest ones and post it here.

When nothing is running and my pc is idle, System Idle Process is at 75 when it should be at 90-100. the only other thing that is using the CPU is svchost.exe which is at 25. Games that max out the CPU is Arkham Origins and Arkham City.

It is windows 7 enterprise and i cant update it because whenever i do it manually its stuck at "downloading 0%" or just "0%" at some part, and if i set it to automatic update nothing gets updated whenever i check the next day and the updates that are needed to be installed are still the same number
