So I've decided to get a GTX 960 over a GTX 770 since a lot of people here choose the 960 over the 770.

I also received some messages telling me to get a R9 380 4GB since it has the same price with the GTX 960 2GB. I'm looking into buying a Palit GTX 960 2GB Jetstream for around $170, and I found a R9 380 4GB for about $205.

What should I do?

600w Truerated PSU
8gb ram

Solution
If you game at 1080p or greater and like to crank up textures, A-A, DoF, and such... I'd opt for the 4GB card. Many newer hi-end games are easily out pacing the 2GB limit of VRAM today. It will no doubt only get more demanding as time passes.
The 960 and the 380 trade punches depending on the game.

These 3 GTX 960 4GB are under $200: http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&N=100007709%20600537575%20600007787%204017&IsNodeId=1&bop=And&Order=PRICE&PageSize=30

This R9-380 4GB is also under $200: http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&N=100007709%20600007787%204017%20601107976&IsNodeId=1

You have just enlightened me with regards to higher VRAM and its connection with finer textures such as depth of field and such. However, I have an appointment tomorrow with my friend who's selling his 2GB Palit GTX 960 Jetstream. Should I cancel it? Because he's selling it for exactly $169 (I'm serious) and its brand new...

Oh and btw what's a good PSU? Exact brand and model? I'm looking to get a VS650 Corsair

That's about $10 to $20 less than Newegg and Amazon are selling 2GB GTX 960s for. If it is new in box without having been opened and still has original warranty, it is worth considering if cost is the most important factor. Btw, I'm still using my Evga GTX 960 FTW+ with 2GB and haven't felt hampered by the lack of VRAM... yet. But I don't game much anymore, and may not be playing the most demanding games.

The Corsair VS650 is a bargain-basement unit. But not designed for heavy use like constant gaming or OC'ing. It is their budget line. Here is a tiered list of current PSUs. Try to stay in the top 3 tiers. The Corsair VS line is in the 4th tier. Probably not the best choice.

Cost is not really a factor since I have about $300 to spend for a GPU and a PSU, and prolly another 8GB Ram. I'm currently using a Korean branded PSU "Mansuk" 600w True rated PSU. I don't really OC anything, GPU nor CPU, Im just a low maintenance gamer. I just set my desired settings then play, if FPS can't handle it, I lower the settings instead of overclocking since I'm not familiar how to do so. Any PSU you may recommend under $50?

Hard to say with low end PSUs. Corsair's VS and CX line uses low quality capacitors. Might be OK in the short run. Maybe not so dependable in the long run.
Apparently you are not in the US, because that model is seldom seen here.
