Problem with my new RAM, pc won't boot up.

I've got a problem with my ram, I think. So basically I had 4GB of DDR2 ram in my pc (pretty low for today's standards but i didn't really need any more), until about a week ago when one of the two cards stopped working, so I got a new one. The problem is I can't get it to work. When I insert it into the slot my pc won't boot up(the fans are spinning but no display is showing). Also, when I place my old ram card(the one that still works) into the other slot, the same thing happens, the pc just won't boot up. That's leading me to believe that the slot is malfunctioning.. Can anyone help me? Thanks in advance.

Specs: Windows 10 Pro 64-bit
CPU : AMD Athlon II X2 245 Regor 45nm Technology
RAM: 2.00GB Single-Channel DDR2 @ 401MHz (5-5-5-18) (the one that works in slot #2 alone.)
Graphics Card: SyncMaster (1280x1024@75Hz)
1024MB ATI AMD Radeon R5 200 Series (Gigabyte)
Hard Drive: 596GB Western Digital WDC WD64 00AAKS-00A7B SCSI Disk Device (SATA)

Since I didn't know how to do it myself, I googled. What I found out was that I need to go bios>overclock, but I don't have the overclock option. Is there another way to do it?
 
If working memory (in slot 2) is placed in slot 1 and the system doesn't boot/run then that suggests a problem with memory slot 1.

Confirm that the CMOS was reset(?)

Could try to confirm that the CPU cooler is mounted evenly on the CPU. Try loosening CPU cooler screws/mounts and reposition CPU cooler to ensure the cooler is mounted evenly on the CPU. Re-tighten screws/mounts. Uneven mounting of the CPU cooler may cause the CPU to lose contact with some pins/pads (and lead to memory issues) due to uneven pressure on the CPU which may cause the CPU to tilt up slightly.

It's a custom made PC. Will look into the BIOS settings more. Btw, sorry for the inactivity, had a lot of exams lately... :)

The cooler is set fine, dust free too. I don't think the CPU is loose... It won't start even with the ram in slot one (but will if it is in slot 2, only accepts that one ram stick..)
