I wont overclock

It will be a great rig for 1080p gaming, but as said above, use the i5 6500 since you're not going to overclock and replace the the PSU with a better quality one.

What's wrong with his current PSU? I think it's wattage is fine for his PC. Is there something I'm missing?

R u sure u don't want G-sync monitor with gtx 970 ? (AOC g2460pg is really good deal)

What games do u want to play ? If u wanna use potential of 144hz gaming monitor (with AAA titles too) you need GPU that is capable to reach at least 150 fps. For this there is G-sync to "help" your gpu. (if not u will get screan tearing with 144hz preset and lower fps generated)
Thus u will need to set the refresh rate before luanching game to capable value of Hz (e.g. Witcher 3 with 970 at 1080p & unlimited frames to 100hz i think - just an theoretical example)

So IMO, if u r gamer (not only cs:go, lol), G-sync for 970 is great benefit (and still not capable card to play all games at 144hz 1080p)
