No sound in some programs (games, spotify) while others work fine (chrome, system sounds)

as the title describes, seemingly out of nowhere sound stopped working for certain programs, I didn't do anything to sound drivers, it wasn't even after a reboot, it actually happened when I launched league of legends (a common mistake)

I've been trawling like a mad man trying to solve this all weekend, I reformatted and that fixed it for most of today, then after a session of dark souls 3, it went back to being broken again

so I guess the only consistency is that the trigger seems to have something to do with launching a program?

To say what I've already done to save time;
- tried repairing codecs etc. with K-lites codec pack
- uninstalled/reinstalled realtek drivers ( most recent version and version that came with motherboard)
- like I said, totally reformatted to no lasting avail
- "allow applications to take exclusive control" makes no difference.
- Tried various different devices (speakers, headphones)
- Using a USB soundcard or onboard makes no difference
- Restarting Audiosrv in command line doesn't help
- It aint muted...

I'm just about at breaking point on this one so any insight would be appreciated but like I said I've been trying just about everything I can find on the first few pages of google for a few different searches...
