Why is it not good to go over 1.3 volts when over clocking an i7 4790k?

I was wondering why everyone says dont go over 1.3Volts when overclocking the 4790k. What does high volts do to cause damage to your cpu? and when is it acceptable to go over 1.3volts?
 

Overclocking made possible with overvolting is a law of diminishing returns. You constantly need a lot more voltage to get ever smaller increases, resulting in boatloads of heat. It looks like you've already found the sweet spot for your particular CPU. I'd be happy with that.

Any ways 4.8ghz is the best i can get. I was trying to get 4.9ghz but i had to get the volts up to 1.325 and it wasnt stable at all. Im pretty sure i could get 4.9ghz if i had the volts to 1.330 or 1.335, but i dont feel comfortable doing that especially since im new to overclocking. Like what you guys said, ill count 4.8ghz as a win.
