Issue shrinking partition windows 7

I am having issue shrinking my windows 7 drive. I ran a defrag and it says the last file is a system volume file. The partition is currently at about 240 GB and I want to get it down to say 230 to put on my new Samsung 850 evo 250 GB drive. I'm only using about 50 GB of the partition

1. Can I use partition magic to shrink the size?
2. Should I install everything I plan to use on the mechanical drive, defrag, etc prior to setting up the SSD?
3. When it comes time to move my data over to my new ssd does it make sense to use Samsung clone software?

No need to mess about with partition sizes.
Macrium Reflect will do what you need.

It will migrate only the actual used space (50GB?) to the new drive...

I just got a computer with barebones windows 7 on it, and I installed a few programs on it to test it out. The pc came with a 500 gb mechanical drive.

I want to use the mechanical drive to do the windows 7 updates, and install all the programs I can think of I will use. Then I plan to defrag the drive and clone it over to my new ssd.

Yes, I wish to move whatever is on the current drive (after installation) to the 250 GB 850 EVO.

And yes, I currently have about 50 GB used, and I estimate I'll have about 100 GB on the drive when I finish.
