Desktop turning off after 5 seconds of being powered on

So i just recently took apart my custom built PC and gave it a good dusting. After getting everything set back up and powering on it immediately turned off after 5 seconds. All of the parts are compatible as I've been using it for 5 years now. I did, however, drop a stick of RAM on the floor when i took it apart. Thinking this could be the case I took note of which stick it was and even tried powering it on without that stick...still same thing. I double checked all of my connections twice, and even unplugged them all again to make sure no dust got between the connectors. All of the fans, including the heatsink are working properly. My power supply does seem to be making a weird screeching noise right before the desktop powers off. The only way for me to be able to power it back on is to remove the power cable from the PSU and reconnect. Any ideas what may be the issue??

Did you remove the heatsink when you cleaned the PC? Did you replace thermal compound if the heatsink was removed? If the heatsink was not removed, my conclusion would be that your PSU is failing. If you have access to a known working PSU, I'll suggest trying it in there. You might also look over the motherboard for blown capacitors on the board.
