CPU or MOBO dead? Can't test these 2 so not sure. Help appreciated!!!

Hey guys. So my buddy's computer failed to start today. It powers on, but shuts off instantly, hence I commenced troubleshooting. I began by first asking him to make sure the 3-pin connector for the liquid cooler was plugged into the CPU_FAN slot. It was.

Also told him to try the 2x4 RAM sticks individually in each slot while trying to turn it on. Nothing.
Removed GPU. Nope. Tried taking out the CMOS battery for 10 mins and putting it back in because he had an issue with that the last time. Nothing. Tried my own working 850W Gold Corsair PSU as I was sure it was the PSU. Nothing.

Then I went to this thread, which has great troubleshooting steps, unfortunately the steps didn't help at all.

This happened after he wanted to re-apply thermal paste. He replaced the stock thermal paste of the H100 with my Arctic Silver one because his temperatures were steadily rising according to him. "Last week it was 50, then it started hitting 60. Then the day before I reapplied the thermal it was hitting 70." That's what he said. I asked him if those were his temps while under load and he said that those temps were noted while watching a stream...

I know CPU's are unlikely to fail, although one has personally failed for me so I am not ruling it out, but I'm not sure which one it is so I am looking to you guys for help. It would greatly be appreciated.

P.S. Tomorrow I am going to my friends house who has a LGA 1150 board to test out my friend's 4790k.

Umm.. With all due respect, his issue is different than mine. He gets no POST. Mine instantly shuts off after turning on. Usually without RAM the computer will turn on, but not POST, this is not the case for me.
