How much thermal paste to apply?

Depending on the cooler and the block which will sit on the cpu that looks like the right amount of paste. You really only want a very thin layer of it, to mostly cover the middle of the cpu's heatspreader. It acts as a sort of "filler" between what are actually a rough cpu spreader and cooler block surface. There are tiny gaps and "valleys" which occur during the manufacturing process and are invisible to the naked eye. It's here where you want the spreader to fill the gaps and make sure no heat pockets form and cooling is consistent.

If you google some images of what the cpu actually looks like underneath and where heat is generated you will understand why this "pea" method has become the standard. Getting paste on the rest of the spreader is unimportant and can even lead to issues if some of it spreads over the spreader onto the board (causing shorts and other misschief).
