Is my EVGA 980 TI SC ACX 2.0 running too hot? (78-80C) at 100% fans?

I'm running Witcher 3 at 4K Ultra settings with 2 980 Ti's in SLI and are both super clocked cards by the manufacturer (EVGA). My bottom card is brand new, I just got it a couple of days ago, and it runs at 50-60C usually on Witcher 3 4K Ultra, but my top card, which is about 8 months old runs at 75-80C at 100% Fans only in the first 10 minutes of gameplay, I don't know what to do.
Things I've tried:
-Dusting my whole PC (including GPU with dust off) (barely an improvement)
-Improving airflow by cable management (no improvement)
Note: There is a lot of dust build up on the fans of my top GPU which is overheating, that dust off couldn't take off, because it's stuck to the fans, and I have no idea how to take it off safely, any recommendations?
If you can help me in finding a solution to making my GPU cooler, I would deeply appreciate it, because these high temps have been disabling me from enjoying my new 4K monitor, since 4K get's my GPU so hot. Thank you!

Well of course, SLI will do that to ya. It sounds like youve tried most of the possibilities. I was going to recommend more case air flow, adding more fans, make sure its setup with positive airflow etc. my top GPU hits 70C on 90% fan speed. This is what you would expect for a SLI setup unfortunately. Your not going to be able to change it by much unless you went to watercooling.

If your motherboard has enough pci-e slots, try placing the cards further apart so that they have 1 - 2 slots clearance between them. You could always disassemble the cooler on the top card to clean it thoroughly. Please make sure first that you won't void your warranty

There is absolutely nothing wrong with these temperatures.

The Witcher 3 is a very GPU intensive game, especially at high settings and resolution, and those temperatures are within safe limits.

My 980ti gets similar temps (75-82C) when playing the same game.

That said, if you really want to try and lower temps, the best way is to lower your ambient room temperature and increase air flow in your case (higher fan RPM, better fan placement, etc). You could also try swapping the cards around - you might find the newer card fairs better at the top than the older one.

Also before doing anything, run a program like MSi afterburner to make sure that both of your cards are utilized by the game and not only one of them. That could be a possible explanation to the temperature differences

I'll try this, but how do I test it? Like looking at both of the GPU's usage on OSD on MSI afterburner?
