Cold Boot Problem

I know questions like this were asked a few times here, I read everything I could find on google and here but my situation seems to be a little bit more different, the problem doesn't seem to be caused by the psu.

This week, I switched from this build,
-asus m5a78lm-lx motherboard
- amd phenom II x4 processor
- asus hd7850 graphics card
- corsair vs450 psu
- kingston 4gb 1333mhz ram
to
-asus h81m-k motherboard
-intel i7 4790k processor (I use the default heatsink that came with the cpu)
-asus hd7850 graphics card (same)
-corsair vs450 psu (same)
-??? 4gb 1333mhz ram *the hardware guy who gave me this says it is h-value but I don't really believe it, there's no sign of a brand on it. I exchanged the old ram, motherboard and cpu with the new ram and h81 mb*

Whenever I boot the pc in the mornings or 40-50 minutes after a shutdown, it fails to get things working at once, first there's a tiny sound, and in 1 sec, it resets. does this for a few times, then it starts making a louder kind of a sound (some fans start working) and it resets like 2 times. after this warm up routine it starts booting. After the boot there's no sign of any problem, I played witcher 3 and wow for a few hours, there were no problems at all. And if I shutdown and boot the pc after 0-20 minutes, then it'll boot smoothly.

compared to my older build, something I noticed was that the cpu fan doesn't start immediately after it starts booting (smoothly). It delays for a few seconds (2-3) I thought it was a uefi thing but I'm still not sure if it's normal.

I updated the bios. I had to do it in order to install an operating system otherwise the windows installer wouldn't boot. It took me quite a while to figure that out but the update didn't fix the cold boot problem.

I plugged out the graphics card and tried switching the PSU with my backup 300W psu, the same problem continued. I also tried switching the reset and power buttons.

I think it looks like there's something wrong with the motherboard but then why does the pc run so well after the boot...Is the motherboard incompatible with i7 4790k? Can a bad ram cause all this?

Will you need Crossfire? If so, then you probably should consider a motherboard that can support both video cards at x8, not x16-x4. If Crossfire isn't a requirement, then the Z97 with the Intel LAN controller is better since it could overclock the CPU.

Well... I didn't know much about the new generation intel cpus and I accidentally bought 'h101m-k' because of the false information in the web site (it said its chipset was h81). Little did I know, motherboards nowadays have fragile cpu socket pins and I thought the processor had to fit in...thus I bent a few pins and the motherboard probably died. The guy in a local hardware store only had h81m-k and being frustrated and impatient I just exchanged it with my old amd cpu, problematic amd motherboard, ram and some money. I also gave h101 to him so that he'll test it. if it works he'll pay the money back. -though I don't really believe that it will work, nor that he'll pay it back-

Do you have any suggestions for a decent motherboard for i7? I don't really want to pay for than 150 dollars for a motherboard.
"Gigabyte GA-H81-D3 Intel H81" is it any better?
"Asrock H81M Intel H81" (this is actually cheaper but I wonder if it's better.)

It's not.
Gigabyte GA-H97-HD3 Intel H97
I can get this for the same price as well. it supports crossfire.

So I bought a new card, asus z97-p. Cold boot problem is no more but fans still don't start immediately after the boot, ist it normal?

with my amd pc, cpu fan would start as soon as I press the power button quite silently but with this one, I press the power button, the cpu fan starts spinning after 2-3 seconds very loudly and then after 1-2 sec it starts spinning normally.

I know it doesn't look like a big deal but still, it's something different and creepy
