CPU Usage Spikes High (Using Chrome, Watching Streams, Low FPS)

A few days ago I was playing Counter Strike: Global Offensive and I noticed a massive drop in FPS, going from 300 fps+ to 50~60.

I tried restarting my computer and the problem was solved for about 5 mins and then it went back to the 50~60 range and restarting it doesn't fix itself. I also noticed that whenever I open chrome whether it be a new tab or not, it spikes to about 30% usage. Another issue I have is that with the chrome issue, now whenever I watch streams on Twitch.tv my usage goes up to 80% (Went to 90% at one point no matter the stream)

I just did a clean reformat and the problem still persists, any idea on the problem?

You could have a virus of some sort or trojan or malware. Did you run a complete thorough virus scan before reformatting computer if not its probably still there and some viruses can be in the master boot record or memory from what i know of viruses, i am more of old school windows knowledge but its mostly all the same underlying way they operate mostly security,looks and code enhancements that have changed with the new windows from what i can see or read. Or you could have a failing part i.e memory,cpu,video card,motherboard but usually you would see some errors with those like blue screens and error codes, also viruses can look like failed parts and bluescreen,slow or lock cpu. Try doing a virus scan with reputable software not some free junkware or windows defender. Look up there ratings online before using any virus softtware if you google it you will see them sorry i forget the name of site off hand. There is a company that rates them and how good at catching viruses(%) of them and other things like slowing down computer and total protection including websurfing.

Hey, so I did scan my PC before reformatting with the premium version of malwarebytes and it found nothing, just tried it again and still nothing to be found. The problem is still persisting.
