Could all of this be caused by a faulty psu?

Hello I recently started trying to build my first computer. I've been having several different problems. After I figured out where to plug everything in and what connected where I started up the computer but there was no display. Not even the bios screen. So I unplugged the gpu and tried again with no luck. I unplugged the hard drives and still no luck. I took out the ram and reinserted it and still no luck. I tried booting the computer without ram at all as I suspected it might be a falty ram. There are no beeps to indicated any kind of problem. The mobo I have is the Asus z1701 pro gaming.

Well after fiddling with everything now when I turn the computer on the fans still power up and the motherboard leds but the fans will run for a few seconds and then kick off. Then they will kick back on, the led power light on the front goes on and off as the fans do. So now I'm suspecting something with the psu. I'm just wondering if all the problems might be the psu or if I should try to get a new ram stick to try whenever I send off to get the psu replaced.

the mobo manual gives you the best config. some motherboards are picky and it does matter. i dont really suspect ram though since the machine is shutting off. generally it will still stay powered on with bad or improperly configured ram.

SeaSonic S12II 620 Bronze 620W ATX12V
Corsair 500r case

I can get the rest of the specs and pieces but these are the only things that I think I might be having the issues with.
