A 350-360 dollar build including Athlon X4 + GTX 750 Ti + 8GB RAM will run GTA V ok, but the integrated graphics especially at 1080p will leave you a very poor experience. If you can add a good graphics card later on, that build is something to consider. Otherwise, take a look at this:

No. You won't be running GTAV on PC for $250. You are pretty much in the range of buying a home video game console. Which will run game better than any $250 PC.

You're going to have to double that budget to get even low settings out of a PC on demanding games like GTAV.

i agree with above, but if you must:

You can run GTA 5 on an A8-7600, but don't expect it to be smooth gameplay. At minimum settings and 720p you can manage about 30 FPS. At $400 you would be able to do much better, but for truly good performance on newer games like GTA 5, you need to greatly expand your budget.

why would you even want to build something like this? no, it wont be able to run any games even close to gta v. Get a xbox 360 which can run it for $150 bucks

the a10 that i recommended is fine for gta v and its within his budget. maybe he needs a computer too?
