Solution
Ok if you can add a bit more cash go for this build:

http://dynaquestpc.com/product/gigabyte-ga-b85m-gaming-3/
http://dynaquestpc.com/product/gskill-ripjaws-x-8gb-4gbx2-ddr3-1600-cl9/
http://dynaquestpc.com/product/toshiba-1tb-7200rpm-sata3-dt01aca100/
http://dynaquestpc.com/product/cooler-master-k280-casing/
http://dynaquestpc.com/product/intel-core-i3-4160-3-60ghz-dual-core-haswell-refresh-processor/
and for PSU a bit more money for fully modular: http://dynaquestpc.com/product/seasonic-520w-m12ii-520-80plus-bronze-modular/
or if you want cheaper that is not modular (more cable clutter): http://dynaquestpc.com/product/seasonic-s12ii-520w-80plus-bronze/

That's the more expensive build, if you want less expensive just swap i3...

Admirable
If you don't want to build pc yourself then this http://dynaquestpc.com/product/intel-pentium-g3240-3-10ghz-dual-core-haswell-refresh-cpu-package/

It's perfect for youtube, browsing internet and facebook games.. If you want to play real games like CoD,CS:GO and such just add graphics card like R9 270 later on

Would you happen to have any unused parts such as a case, DDR3 RAM, or a spare hard drive laying around? I ask because I think a pentium G3258 would be a great processor for your needs but the budget is a little tight. If you had some spare parts I'd give me a little breathing room to put something together for ya :)

I know this is US Amazon but I can't access pcpartpicker from work! https://amzn.com/w/22I429QSEZ3TU Total comes to about $340 USD. This list includes a copy of Windows. Thing like 8GB of RAM can be cut back to 4GB to save some money if you'd like. The case can be changed to your liking too. The SSD will make things nice and quick and the option to add a graphics card down the road is there if you want. I'll re-post this as a pcpartpicker list when I get home and I'm sure it'll be even cheaper but this will give you an idea.

Are you from the Philippines? I unfortunately don't know of any reputable retailers who would ship to there so you're on your own for that part! :p

That's the more expensive build, if you want less expensive just swap i3 processor with this: http://dynaquestpc.com/product/intel-pentium-g3260-3-50ghz-dual-core-haswell-refresh/

But i3 is much stronger so I'd give a bit more money...
If you ever get into some gaming get a GPU..

cheap one : http://dynaquestpc.com/product/palit-geforce-gt-730-1gb-gddr5-64bit-ne5t7300hd06-2081f/

more expensive : http://dynaquestpc.com/product/sapphire-r7-360-nitro-oc-2gb-128bit-ddr5/ or http://dynaquestpc.com/product/sapphire-r9-380-nitro-4gb-256bit-ddr5/
