I can get an i7 and mobo for 260ish Euro while I can get the Skylake combo for 350 Euro, should I get the used Sandy Bridge? This build is gonna be for gaming.

If I OC the 2600k would it be better than the 6600k at stock?

I'm planning on buying from /r/HardwareswapUK, would you recommend buying used?

Also would PCI-E 2.0 hinder the performance of the upcoming GPUs like Polaris 10?

If I get the Sandy Bridge my plan is to hold out until Intel or AMD releases CPUs with big performance gains.

Solution
For only a 90 Euro price difference I'd go Sky Lake. PCI-E, DDR4 and NVMe support are all nice to have.

No, but there won't be a big difference

Probably not, but I don't have a crystal ball. Polaris 10 is supposed to be similar to a 390x performance-wise.
