I have an AMD FX-8350 8 core. Now I have heard good, and bad things about this processor. I do know that it heats up very quickly when performing anything that needs high performance levels. I have a pretty decent build and the only thing that is not performing well is this stock fan that came with the CPU. I do not enjoy lagging on FPS based games just because of my CPU heating up very fast.

I need a solution, please reply with the best coolers or water coolers you know. My budget is $200. Please help if you can, thanks.

You're CPU is rated at 125W TDP which can and will climb as you begin to overclock. Since we're talking about the stock cooler, it's very likely that the temps crept well into the T max as the cooler isn't quite equipped to cool the processor. The good thing about your budget is that you can pick out pretty much any high end air cooler out there but what you've forgotten to include is your full system's specs, of which we could get an indication of whether you ram, motherboard power delivery(VRM heatsink) and or the case would offer any height restrictions or clearance challenges.

That being said you can look into these:
Cryorig R1 Ultimate
Be Quiet! Dark Rock Pro 3
Raijintek Tisis Core Edition
Noctua NH-D15
to name a few of which they...

Best performing per dollar and cheap AIO 240mm cooler would be the ID-Cooling Frostflow 240L.
Check the reviews here:

Oh and it saves the hassle of handling such weight of an high-end air cooler on the motherboard while performs admirably close to high end liquid coolers.

for the most part the GPU (video card) does most of the work when it come to graphics, processor speed does influence those frame rates but no that much...intel would have been a better choice, if you ask me....much better clock per watt efficiency...stay away from water cooling....sooner or later it will leak, happened to me twice :(....air all the way....once you get up to the 60+ dollars for an air cooler they all perform about the same....just get what you like...if it does not work just return it and get something else....water cooling can get loud at times... it does improve your temps but not that much, over time the liquid will get over saturated with heat, if the rad is not sized properly your heat will not be dissipated, therefore you are just pumping hot coolant without any benefits.

COMPLETELY disregard Nebun for most of what he said, no offence to you nebun, but I have been using various types of watercooling for the better part of a decade and I have had 0 leaks. Cusotm or AIO it doesn't seem to matter. Yes, Watercoolers do wear down, but over many years. To me, the better O/C and temps for a few extra bucks is worth it. Besides this, Loud? My main computer has a full custom loop including GPU, CPU, RAM, Intel SSD, and I do not even have to use my fans. They stay off and my temps stay at about 80 degrees Celsius. Usually I have them at 10-20% so I can not hear them and my temps stay in the 60's. I am Using NZXT fan hub tho for the low fan RPMS.

Air coolers are nice and make wonderful coolers. I would recommend a noctua cooler as I believe them to be among the best of air coolers and include some of my favorite (usually ugly) fans.

I would recommend a EKWB AIO cooelr as it allows you to easily connect and disconnect a GPU to your loop. See here for pricing. Make sure you get the model with the QDC. It allows you to add and remove a GPU easily.

If you would like a cheap custom liquid cooling kit, look here. I think this is the best way of cooling. Please do a little research though if you get this.
