Fan getting really loud and computet getting pretty hot

I've had some issues in the past where my CPU fan appeared to be to loud and I thought it was an issue but it turned out to be normal and that the fan was just loud and the case wasn't really sound proof. But I recently swapped out my older CPU fan for a new one that is said to be quieter although recently my fan has been getting somewhat louder then the other and one time I even touched my computer and it felt really hot so it must be a problem... any suggestions?

I also have AMD Overdrive and I went to CPU Status tab and my thermal margin was at a 32.2 and a 40.1 out of game...
 
if your mb have a few system fan ports. put one fan on the front of the case set the fan to blow air in. make sure the rear case fan and power supply set to blow out. put two fans on top set them to blow out. if the mb does not have the connectors to run more then one fan then pick up a 4/5 port fan controller.
