What cooler should I buy or do I need one

I recently built my PC and currently I'm running the stock Intel cooler up until now it's been really quiet but I've noticed the idel temp is around 36 i live in Southern California and it's been getting hot recently so I'm worried about running into any cooling problems would buying a aftermarket cooler be worth it In The long run I'm still kinda new to PC parts the max for my budget is around 60 dollars

Cpu: Intel i3-6100
Cpu cooler :stock
motherboard : gigabyte ga h170m d3h
Case: Nzxt s340
Gpu : Gtx 950 2gb
Psu: evga GQ 650w 80+ gold semi modular
Most coolers I saw don't have the sky lake series for compatibility people say the coolers are compatible if I install what socket should I use to install the cooler
I can't overclock so that's out of the question
If any one can be specific on the details that would be helpful on deciding on a cooler

So I should be fine ? I have a Ac across my room and use it from time to time to cool my room the temp went down form 36-38 to 31
 
Intel doesn't put the most awesome cooler on earth on their CPU's, but since they warranty them, they are not going to put complete junk on them either. Some of the Skylake CPU's throttle themselves down to decrease the temp once they get to about 100C. You are far from that.
 
You'll be fine with those temps. If you start flogging the hell out of the CPU you might end up getting up enough heat to throttle, but that's pretty unlikely with most day to day activity (short of being a render farm day to day). The only problem I'd say you might run in to is noise, since Intel stock fans tend to be small and a bit on the loud side compared to larger coolers. If you find the noise is more than you'd like, then I'd say the $20 some odd investment in to a bigger cooler might be worth while. When looking for a cooler the 2 big things you need to know are:
1) the socket, which for you is LGA 1151
2) if it'll fit in your case. You're case can handle up to at least 169mm cooler, so your options are pretty open. Nzxt has a configurator on their site so you can put in the part name and it'll tell you if it'll fit.

Those temps are perfectly fine. If they get to 40 idle, then I'd look into a aftermarket cooler.
As azaran said, a $20 or so investment isn't that much money and would be worth it as it will not only decrease temps on the CPU but it will increase airflow in the case too.
The 1151 Skylake socket is compatible with the 1150 socket coolers.
