So I recently bought an open box Powercolor PCS+ r9 390 from newegg and received it today. The GPU is crap and I've done everything to try to solve this but nothing.Can/Should I claim the warranty from Powercolor and get a replacement or just return it to Newegg and get a refund. The card looks pretty new itself.

Solution
If you are having difficulties with it before you get to the desktop, then it's a hardware problem and not a driver issue.

Beyond the card itself, this type of thing can be caused by insufficient / poor quality power, dirty contacts in the PCI-E slot / card edge. If your sure your PSU isn't at faulty, and you've cleaned the PCI_E slot and PCI-E card edge then it's likely the card.
If you have the option to return to NewEgg, then that is what I'd do as it will be quicker turnaround than a RMA. That is unless there is going to be a restocking fee. If there is a restocking fee, then I'd probably go through RMA.

What is the problem you are experiencing with the card if you don't mind me asking?

Okay, Pal (pun intended). So I've had similar experiences with newegg and their GPUs. You can get it refunded from newegg. They likely sent it without much insulation for heat and humidity. This could be the reason why the GPU is under performing. Just refund it. Or it could be that their "R9" line up is basically crappy. Better to stay away from AMD unless you need one or two for XFIRE with pre existing or new GPU...Don't buy standalone from AMD. Get multiples of their stuff at a deal. Search for it on massdrop.

you sure it's not user error?

what are your specs?

of course it's going to run bad if your system is too weak to handle such a card...

The screen has lines all over it and I cant' keep the computer on for more than 5 mins without it blue screening.Sometimes the screen doesn't even display.I've uninstalled my previous rivers and installed the one for the r9 390 and nothing.I've changed pcie slots and cleaned the part you insert into the slot. It's not the monitor because my other graphics card works fine when I put it in.

I have an i5 4440 and an Asrock H81M Motherboard.
