2 SSD for 2 different OS and 1 HDD (no partition) for applications/games

Let's say SSD 1 has Windows 7 installed and installed applications and games in the HDD while using the Windows 7 OS,
Next would be installing Windows 10 on SSD 2 and boot from it.
The question is while in SSD 2 Windows 10 can I run applications and games that's installed in the HDD but was installed while in SSD 1 Windows 7?

Your situation is the same as installing games on an external hard drive then trying to run them on a Windows installation other than the ones you installed them on.
I have done it multiple times with games such as Underground 2, Vice City, San Andreas, CoD, L4D and so on.
Short answer: Yes, they should work.

Long answer: It depends on whether the game requires a specific client (such as Steam, Origin...) to run - that may mean you'd need the client on the Windows installation you're trying to run the game on. Sometimes games work without a problem, sometimes, due to registry keys not being present in the 2nd OS, they don't, unless you install the game in the new OS.
