New HDD making a clicking sound

It does sound a bit strange, but let's not rush into conclusions for now. :)

If you are worried about your new HDD the best way to find out if there's anything wrong with it, is to test it. So I'd recommend that you start by trying it with a different SATA port and different cables, to see if the same thing happens when you try to format it. You should also download the HDD manufacturer's diagnostic tool and run the tests, to see if anything out of the ordinary pops-up, like bad sectors or errors. Run the quick and extended/long tests (or whatever they are called by the diagnostic tool). Please let me know what are the results afterwards.

Thank you for the quick reply.

I tried different cables and computer, still same clicking sound. I also ran error scan in HD Tune, and the disc reading speed was almost non-existent.
 
Even though this is not exactly the test I've mentioned, as this is a benchmark test and not a diagnostic one, it does sound like the drive might be having an issue if the same thing happens even when connected to a different computer with different cables. I'd advise you to get in touch with the vendor you got it from, or the manufacturer and try to RMA it. Note that they might request for a test with the HDD manufacturer's diagnostic tool in order to confirm that the drive is having problems.
