Why my CPU is running like its under heavy loads

Okay, I guess to start this off it'd be smart to list the hardware first;

Case- Define R4
MOB- Z87 extreme6
CPU- I7 4770k
CPU cooler- Corsair H80i
RAM- hyperX blu 1600 ddr3
GPU: (2) GTX 650Ti Boost 2GB
PSU- Corsair RM750

So, it's been awhile since I've dived into the PC world again, so this will probably be really refreshing for myself. (Which is nice)

I've been away from my PC for quite awhile now, I'd say a good estimate would be around 9-13 months.
I finally returned to my old place of residence where my PC has been held, and figured I might pick up PC tinkering again for kicks.

Boot up seemed fine, and still seems fine. It actually boots up fairly fast.
I was actually only surfing the web when this started happening. My CPU fan was quiet and everything seemed fine.
Then all of a sudden my fan started to get really loud, and my computer got loads slower than usual. Opening any programs was taking way longer than usual.

I opened my Task Manager and my CPU is running as if it's under heavy loads.

the CPU usage percentage runs randomly anywhere between 16 to 80%.
Usually it stays around 20%, but even that seems a little high considering I only have my internet Browser and Steam open.
Even after I decided to close Steam and Origin, the usage percentage is still running randomly between 8 to 50%.

Dragging windows is rather laggish as well.

I'm really skeptical about running any games for right now.

Am I bottlenecked somewhere?
Is my cooler going out?

I'm not entirely sure. Any feedback at all would be awesome.

I found my problem.
I've installed everything but the Windows 10 update.

Upon further observation of my temps in the Corsair Link app, I realized that my pump module was set at 0.
My pump is broken.
I guess I can thank Intel for supplying us with temporary CPU fans. Def. done with basic water cooling setups.

I'm still running Windows 7 Ultimate Ed. 64 bit.

No updates are installing as of right now, though I do have the option to upgrade to windows 10.

I did just open up the action center and there was a notification stating that I had a problem with the General NDIS protocol driver.

Oh @Eximo Sorry! I guess I didn't exactly answer your question fully haha

Yes, Anti-virus Microsoft security Essentials is trying to update as well as my Nvidia GTX Drivers.
 
Hi,

You seem to have two problems.

first off 99-100 degree means your cpu is overheating and thus being throttle.

If you open task manager and click show process of all user. Do you have svchost using a lot of memory or cpu ?
Like others say, might be windows updating or a malware is disguised as svchost.exe

might want to run JRT, roguekiller and adwcleaner to rule out malware.

It could also be a windows update stuck (e.g. windows 10)

you can download windows all-in-one repairs.
It helped me more than once.

Would updating to windows 10 count as an all in one repair?

Also I ran all of those malware removal programs and they removed a good chunk of stuff, which is good in this case, but they did not fix my problem per say.

Could it be a hardware problem at all?
Maybe I didn't put enough thermal paste on my CPU, or it needs to be reapplied?
or maybe a new cooler is required?

My h80i + i7-4770k combo kept the CPU (overclocked to 4.3Ghz at 1.3 volts) to around 70C under a full load.

I did encounter the common problem that the h80i has with thinner motherboard and had to apply some washers between the bracket and motherboard to get sufficient clamping force. You can test this easily my seeing if the CPU temperatures drop when you push on the pump housing, or if you feel it move significantly. If you have Corsair Link installed, check the RPMs on the pump, if you can't feel it running it may have failed.

An upgrade to Windows 10 would be a complete OS reinstall in effect. Some applications may be uninstalled, but generally it is pretty smooth. I would not want to do this on a dirty overheating system, as it could crash in the middle of the installation.
