Input signal out of range after windows 7 boot logo appears

This is really annoying as i see this every startup. The good thing is after a while it goes to the os normally. This happened after installing the AMD Radeon Settings or the Crimson edition drivers.
I also notice that the bottom left corner of my screen is flashing slightly at the login screen.
My graphics card is an HIS IceQ Radeon HD 5500 Series.

Boot into safe mode and decrease the resolution and then restart. If that doesn't work go back into safe mode and remove the graphics card drivers and restart your pc. See if this stops happening
