Looking for a good cpu cooler

I have an MSI 970a sli krait edition with an FX 4350 cpu in a corsair spec 01 case I'm looking to find a cpu cooler that is a good purchase for a low price I don't know how to tell how quiet a fan is going to be by looking at the specs and am curious as to what is the best cpu cooler for a cheap price. I don't have all my parts yet but if you were wondering I'm getting a Kingston Hyperx fury 8gb ram (2 4gd sticks), a corsair CX500m psu, and an ASUS Strix GeForce gtx750ti overclocked. I would appreciate your help.

No real need spend a alot of money, take a look at the H& from Cryorig or the Hyper 212 EVO, either will handle your rig nicely, have run both on my 8370 OCed to 4.8

If you are not looking to spend a lot, the M9a for Cryorig offers a simple mounting solution and is not so bulky.

If you would like to get something larger your could go for the famous Cooler Master Hyper 212, or the H7 also form Cryorig, which I would definitely consider if you want to keep a good overclock cool and silent, and/or upgrade your CPU in the future.

If you want some advice with the power supply I recommend low tier models from EVGA and Seasonic more than I recommend low tier PSUs like the CX series from Corsair.
