Is 76c normal for an i5 4590 on a stock cooler?

no its a little high. check if the push-pins came loose or If the cooler is seated properly. might also want to see if the thermal paste is good, maybe repaste.

I don't have any spare thermal paste on me, but I'll check the pins. Intel's stock cooler is a pain :V

Turns out it was indeed one of the pins. Temps are down a whopping 15c! Thanks for the help mate! :D

Seems wrong considering Intel says the 4590's max temp is 72c

Ok makes sense. Seems like I've got quite a good chip here then ;)
 
Tcase is 72c, however what you're measuring is not Tcase, but core temperature. Tcase is the temperature of the top of the heatspreader, which we have no way of measuring, making it an effectively useless metric.

On mobile CPUs which don't have heatspreaders (but are physically the same chips) maximum temperature is throttling temperature, which is 100c. 76c is a perfectly fine and safe temperature for these chips to run at.

Mine didn't have a copper center.

And ambient temps are anywhere from 21c-32c, roughly.

I guess I didn't stress test it very long. Was 63-64 for quite a while, then it just suddenly jumped to 75-76 and steadily climbed to 80.

Huh.

Sorry forgot to mention, the ambient temp at the time of testing was 23.3c
