My Fan keeps running really fast but it's not loud any fixes I can do in the settings [Windows]

It gets really fast to the point were it gets loud but not because its hitting anything
 
Solution
The fan is controlled by the temperature of the components it is cooling. If you are gaming, then the CPU gets hot and the GPU gets hot. That makes the fan run faster. You could LOWER your performance through Windows power settings. But the right answer is to figure out which fan is getting loud (CPU or GPU) and look for alternate cooling methods.
