As is the headline I m upgrading to an I7-4790k from I5-4440, so m buying oc motherboard which will have 4 slots for memory ,and oc memory , I want to know what will be better, now I already have 16gb hyper x ram rated @1866 which is running in dual channel mode@1600mhz, and a 4gb stick(not installed because my mobo is itx so no more slots) rated @1600.

So what should I go for
20gb running at 1600mhz

Or

16gb running at 1866 with dual channel mode .

Run the 16Gb in dual channel, sell the 4Gb stick. On my old motherboard I had 16Gb but in the wrong channels, so it was only running in single channel mode, and dual channel feels faster, snappier. 16Gb is enough to get most everything done with only a few exceptions right now, and if you're one of those exceptions you would all ready know it and have 32Gbs. Adding the third stick will force it all into single channel mode, and that extra 4Gbs won't be a noticeable difference in performance.

1866 is faster and has slightly more bandwidth than 1600.
There's very little in the way of most normal used software that comes close to needing 16Gb of ram, nevermind 20Gb.
Its not going to hurt to have 20Gb other than in relative speeds with Cas making little difference in Haswell cpus.
So use 16Gb or 20Gb, your choice, if it even plays well together, because unless you are rendering or other such high ram use usage, it'll make no noticeable difference either way, especially in games, of which most are hard pressed to use 8Gb total.
