help with system upgrading

Alrighty so Im looking to upgrade my current setup. Im a gamer, I like to stream and my most recent purchase just let me know how dated my system has gotten. When I loaded up DArk souls 3 on my pc i almost cried with the terrible framerates i was getting even when i windowed the game and lowered the res as far as i could. That being said, I stream a ton of other games mainly mobas and mmos and im hoping to be able to do that without so much headache. I purchased all my parts about 3 years ago and its time to upgrade. Listed below are the parts im using currently.

AMD athlon II x4 640 propus 3 ghz
Radeon HD 6670 (currently being used)
radeon visiontek hd 7950 gpu (in storage didnt have a good enough psu to use)
8 gb gskill 1333 ddr3 ram
Foxconn A76ML-K 3.0 AM3
LOGISYS Computer PS480E12 480W ATX12V Power Supply

Im on a pretty tight budget here so Im thinking i can keep the ram and gpu thats in storage and dump my funds into a new psu, motherboard and cpu and upgrade everything else down the road as I feel right now this is the part thats killing me.

I would like to stay under $400 if possible for this project but i dont know what i should aim for in terms of a motherboard and cpu. I know for a psu I should probably aim for someting 650W - 800W possibly something far away from logisys since ive had issues with them. I am open to suggestions here and im trying to get the most for my money if we can stay under the limit by a good bit that would be ideal but i would like to future proof these parts if possible.

All due respect man. this isnt helpful one bit... I already stated my stuff is dated and needs to be replaced piece by piece. i know for a fact just upgrading the cpu psu and mb and plugging my other parts would run ds3 just fine as i know a few others with the same card just better processors streaming it right now. You didnt even bother to make recommendations or for that fact state anything useful. Please refrain from bashing others when they are asking for help but thanks for trying?

Anyways thank you rocky and arch for taking the time to respond and coming up with a quick list. Im going to look into those parts and see what the best course would be. So far im seeing alot of good things on the 4690k from intel as thats one of the parts i was looking at previously before coming here so that tells me i was on the right track. I also like how you both steered away from amd as well. Ive been primarily an amd user up til now but it seems like the power difference really is just that big now.

Alright so one more question here i also have a coolermaster 212 evo and am curious as to overclocking the new cpu. i know it has turbo featuers on the 4690k would i be better off using the turbo setting or doing a straight up overclock. either way i plan on not using the stock cooler since i want to keep temps as low as i can regardless.
 
Let's see, HD 6670 is close to performance to the 740 ddr3, which can't push more than 30 fps even on min with a good CPU. Is this playable and streamable? I am not bashing you or anything. I'm just saying you are trying to run and stream an AAA title on a GPU which is pretty much on par with the integrated Intel HD 530 of the Skylake. As a person who has made several skylake builds and has seen the performance of the HD 530 I can say that it won't run DS3 the way you want it. You know the game, you know how much movement and speed it requires, what are you going to do, stream a slideshow of you dying constantly because you can't evade a single attack?
If you are going to do it part by part, and you want to stream and your current budget is only 400$, then this is not enough for an i7 and I am not a fan of streaming on an i5 (though it's powerful enough). That's why personally I would go for Intel Xeon E3-1230 V3, sure it's haswell but it's really strong, has the 4 cores and 8 threads which are perfect for streaming, will last quite a while, way cheaper than an i7 (price pretty much the same as an i5 yet will do a better job), also you can keep your current ram and PSU with it (since it requires less power than your current CPU), so all you will need is the CPU along with a motherboard, which fits perfectly in your budget, and after that all you need is a PSU and a GPU.

I appreciate the suggestions i will look into those parts. The gpu that i plan to use is the one i have in storage the 7950 visiontek. The 6670 was a last minute addition when my old logisys psu died on me which is why im weary on getting in bed with them again. This is why i was asking about psu's along with cpu and motherboards to see how far i could take this particular card without having to get a new til later on. the 7950 would be more than capable of running the game at 1080p, Not at max settings but it would be more than enough to stream with assuming my other parts wouldnt hold me back anymore.

So from what im gathering the i5-4690k would be better at gaming where as your suggestion of the Intel Xeon E3-1230 V3 would be better for the day to day and the occasional video editing. Price range wise the xeon is a little cheaper from what ive been seeing but my concerns would be for streaming. That would be the main thing im doing and if i can give better gameplay and stream quality with the i5 then i wouldnt mind slower editing speeds since i dont do to many videos on my own. at the most i do them once a week just to keep content flowing. Ive also ruled out the i5-6500 as all the benchmark and test results ive seen for it the 4690k seems to blow it away. Since i plan to keep these parts for a few more years I cant see that particular one lasting. So at this point if there are any other suggestions towards a cpu for what im trying to accomplish it looks like i will have to choose between these two the xeon and the 4690k.

The 1231 V3 is the better choice if you want to stream. Hyperthreading will help with the load of gaming and streaming it. I have this cpu and it works great for gaming, streaming, editing, and anything else I throw at it.
