Hello,

I asked myself if i could upgrade any of my hardware in my old hp pc. I don't want to buy a whole new PC

The Specs:
CPU AMD Phenom(tm) 9750 Quad-Core Processor, 2400 Mhz
GPU NVIDIA Geforce GT 120
4gb RAM
600gb Hard drive

Windows 8 keys are only about $22 from a legitimate source I know of (they sell keys for Steam, Origin, etc too). Even if you don't like Win8, you can get the free Win10 upgrade from it. Here's how I would go. Decent little build, good enough for LoL and CS.

For gaming? Browsing? What? I'll assume gaming and say that you need a new CPU and GPU if you want to run anything at all. Your PC is extremely outdated so a new PC might be your best option (you can get okayish builds for about $300).
 
I also believe that a new PC is your best option. As old as it is, there are any number of parts in yours (such as capacitors on the motherboard) that may be near the end of their working lives.
For playing games, a new graphics card will help, no matter what else you do. Also, a new graphics card would not be wasted money, since you could re-use it in a new build. Considering what you have now, even a GT740 would be a significant upgrade. I would not get anything more powerful than a GT750Ti, as your older processor will bottleneck it, and a stronger card will need a PCIe power cable which you may not have. Note that some, but not all, GTX750Ti cards also need a PCIe power cable. Most do not.

Your cpu is fine, plus if you want to upgrade it you'll have to upgrade the motherboard too. I suggest you get a graphics card and an ssd. Graphics card : 750 ti around $120 (can play any game released till date with decent fps), ssd : sandisk 120 GB around $60 for OS.

I have to agree with the above. I would recommend a new PC platform.

What is your budget? Will you need Windows?

For League of legends you could do a budget APU build without spending a ton and it would run League well. Something like an A10 7800 + 8GB DDR3 2133 RAM on an X88 motherboard would work nicely.
 
Although even an APU will give you better performance than what you have, since Windows10 costs $80 from the cheapest legitimate source I know (other than student discounts if you have a .edu email address), I don't think you can build a worthwhile PC for $320. If you can manage $550-$600, you'll be able to get something much better.

I know of no legitimate source of Windows keys for $22; that would include all the "grey market" sites like G2A, Kinguin, etc; they are reselling keys that were specifically never intended for resale.
Otherwise, without a graphics card, you might want to put faster memory with that APU, like DDR3-2133.

Is the 16gb of ram actually needed though ?

You don't necessarily need 16GB of RAM, however the APU will perform better with it since the graphics core needs it. Typically people recommend faster RAM with an APU, but RAM is dirt cheap right now with stock finally getting back up to where it was before.

What is better an r9 radeon 380x or the GTX 960?
 
The R9 380x tests a little higher in most games, iirc, although the difference is not dramatic. I personally would get the GTX960, but my reasons may not apply to you; the GTX960 uses less power (also means less heat), and I've noticed driver glitches with AMD cards and Firefox. The game performance difference does not matter as much to me as these two other things; your opinion may differ and be no less valid than mine.
