74C isn't too bad, maybe a bit high for a watercooler, but it's also getting close to summer.
It's unlikely you'll ever get a load in real life that's as much as a benchmark/stress test load though so it should be fine.

The TJ is the distance to the maximum temperature your CPU will support before starting to throttle or shutdown. In your case, you get good temps but you are ideling which doesn't put much strain on the CPU. You should consider stress tests like AIDA64 or Prime95 to see what temp you get in heavier loads.
EDIT: I didn't saw the maximum temp when I look first... 74C for an OC.
