Micro-stuttering during otherwise lag free gaming.

Hello there, I wonder if anyone can offer some advice. Recently, in the past 2 weeks, I have noticed very short stutters in gameplay of about a quarter of a second. Initially I thought it was only happening in Dark Souls 3 as this is the game I picked up most recently. However I noticed it was also occurring in games I've played for a while like Payday 2 and, rather annoyingly, League of Legends.

In all of the games I am experiencing micro-stuttering in the game is running at a solid 60 fps (the refresh rate of my monitor).

I initially assumed it was some sort of software problem, since it manifested recently so began removing recently installed software and in game overlays like Nvidia Geforce Experience and Riva Tuner Statistics server to no avail. I searched various forums and googled for help trying various solutions of which none worked. Such attempted solutions included turning V-sync and Triple buffering on with Nvidia control panel, disabling many of Windows 10 internet related features among others like using a 3rd party frame timer.

After none of these improved things I tried reinstalling Windows today and upon playing Dark Souls 3 with nothing else installed other than the latest Nvidia drivers I still get micro-stuttering. So even after a Windows reinstall I still get these annoying micro-stutters, which is leading me to believe there might be a hardware issue but I can't work out what the issue is.

I have two hard drives that I store my games on of which I have tried installing Dark Souls 3 and Payday 2 on each and get stuttering on both which makes me think it isn't HDD related, although still could be.

CPU: Intel i5 4690K 3.5 GHz

GPU: MSI GTX 970 4GB

RAM: 8GB DDR3

MOBO: MSI Z97 Gaming 3

PSU: 750W

OS: Windows 10 Pro
