Low FPS, Load times very long, Computer becoming slow already?!

I built my pc in January of last year (http://pcpartpicker.com/user/djdirka/saved/VJDnTW) and recently it has been under performing by a large margin. I mainly use this build for gaming as my number 1, then school work and browsing the web. It recently just seems like its super slow, especially in load times and when opening/closing and switching programs. My load times have been ridiculous, especially in games like Witcher 3, CSGO, and even League. I defrag my HDD every week, which helps only for a little bit, then the problem continues. I have a little under 300gb left of the hard drive so I don't think the storage is really a problem.
My FPS has been a big issue for many games as well. I got the FTW edition 760 because I thought ahead and thought that the 4GB would help with upcoming games, but it doesn't look like its doing much. Is my GPU becoming old already or is there a problem? All the drivers are updated and its only a year old so I wouldnt think I would have to upgrade already.
My CPU has been a big issue when opening and switching apps and games as well. I only have the stock cooler, not overclocked, and the temps are fine (under 30 degrees C idle) so Im not sure whats causing that problem either.
If anyone could help find out what the problem on my computer is, it would be really helpful. I dont want to upgrade already!

yep you went ultra cheap on a poweruspply and a mechanical harddrive, its your own fault.

buy a solidstate drive to migrate windows and another poweruspply, the poweruspply you have rn is really bad.

Well, with those specs, it probably shouldn't be doing any of that. So, the good news is that you don't have to upgrade anything. Have you used malwarebytes or avg to check for any viruses on your computer? Thats the only thing I can really think of, considering it was fine and just slowed down quickly. Hope I helped!
