I have an ASUS P8H67-V motherboard. I had 4GB RAM installed, yet it showed 6GB used. the 2 2GB Kingston RAM cards were in the 2 black sockets. I exchanged these for 2 8GB Kingston cards, and in the black sockets, the machine wouldn't start. I tried them in the blue sockets (1 & 3) and got 16GB installed in computer properties, but only 8GB used. I tried the MEMOK button, and restarted, then I only get 4GB used in spite of it showing 16GB installed in BIOS.
 
Solution
I found it. Turned out I had to go into msconfig, boot tab, advanced options, and uncheck maximum memory.
I never changed anything there, and this is a fairly new fresh installation of windows, so I must assume that it's either default or else some other program changed that setting. After unchecking that box and rebooting, computer properties shows 16GB RAM installed, without a lesser figure used. I had thought also that it could be from integrated graphics, but then remembered that this MB doesn't have any. It does have an extra video card slot for Crossfire. There were two other versions of the p8h67; one with very good onboard video, another with very good onboard audio. The -V has a few extra PMC slots and other features for...

I've now cleared CMOS, but with no affect. I still get only 15Gb usable. I also tried changing the cards to the black slots, and used MemOK to get it to boot, but even still, only 15Gb usable. The CPU is an i5 2300 2.8 GHz. I have just won a bid on an i7 3700k 3.5 GHz, so I'll be putting that in shortly. The BIOS is already updated to the most current version. I just installed a new GPU, an ASUS Radeon R7 250 - 1 GB. The OS is Win7 Enterprise 64 bit. Since I wrote, I have been able to get 15GB usable out of the 16GB. While that's quite a bit better than 4Gb, I should be able to get the full 16. I had picked out all the components of this PC and when I built it 5 years ago, it was strange that the PC wouldn't boot with the two 2GB memory cards in the blue slots, which is where they should go if you only use two. The machine booted fine with the two 2GB cards in the black slots, however, except that strangely, computer properties as well as AIDA64 Extreme Edition showed 6GB RAM in use. I have never been able to find any explanation for that. Now that I put two 8GB cards in, they did not work in the black slots, but well in the blue ones, like they should. By reseating and swapping the cards, brushing & blowing out the slots, and playing with the MemOK button I went from 8GB usable, to 4GB usable, to now 15GB usable. The old RAM cards are Kingston KVR1066D3N7/2G and the new ones are Kingston KVR1333D3N9/8G. I already changed the settings in BIOS from 1066 to 1333. AIDA gives me the following information on the Motherboard, CPU and RAM:

After clearing CMOS, the over-clock was reset to stock speed, and the DRAM speed at 1060, so I set that back to 1333, yet I still only get 15Gb usable.

Have you tried going back into the BIOS and setting the RAM back to the 1066? Then run MemOk? I do know Windows does at times reserve RAM for background/internal processes. Also make sure none of the RAM slots have dust in them.
 
15 GB usable from 16 GB installed. This may be due some memory being reserved for the operating system and some reserved for the integrated graphics.

Could try to disable integrated graphics in BIOS. This might free up (some) memory.

If there are still memory issues, try increasing DRAM Voltage by 0.02 V in BIOS.

yeah disable inergrated it free it up a bit . windows registers ram weird struck it in laptops where u get .4 unusable btwn 32 & 64bit os on 8.1 & 10 pro on matching sticks 15 gig is plenty ur mb accumulates that missing gig noticed in all my asus even hp & acers all register weird dont worry about it ur i7 will notice it
